Purpose

By the end of this lesson, you will be able to apply the three-tier careless/reckless/excessive-force standard to distinguish a foul from a caution from a sending-off.

Lesson Explanation

This lesson resolves the standard referenced throughout Part 2, Lesson 1: the three-tier scale IFAB uses to judge the severity of a physical challenge, and — genuinely importantly — the DIRECT connection between this scale and the disciplinary sanction that follows.

Careless: a player has shown a lack of attention or consideration when making a challenge, or acted without precaution — the challenge is a foul (direct free kick or penalty kick, per Part 2, Lesson 1), but does NOT require any card at all.

Reckless: a player has acted with disregard to the danger to, or consequences for, an opponent — the challenge is a foul AND must be cautioned (yellow card, covered fully in Part 2, Lesson 4).

Using excessive force: a player has far exceeded the necessary use of force and/or endangered the safety of an opponent — the challenge is a foul AND must result in a sending-off (red card, covered fully in Part 2, Lesson 5).

A genuinely useful mental model connecting all three tiers: they represent an escalating scale of the SAME underlying question — “how much danger did this challenge create, and how much did the player disregard it?” — rather than three unrelated categories. A referee’s practical judgment call therefore isn’t “was this a foul?” in isolation, but “given that this was a foul, where does it sit on this three-tier scale?” — a distinction genuinely important to the 2025/26-era “Referee’s Call” principle from Part 1, Lesson 3, since this exact judgment is precisely the kind of subjective, in-the-moment assessment that principle protects from being overturned absent a clear and obvious error.

Practice Questions

1. What does the three-tier standard from this lesson connect directly to?

View Answer

The disciplinary sanction that follows a foul.

2. What does “careless” mean, under this standard?

View Answer

A lack of attention or consideration, or acting without precaution.

3. What sanction does a careless challenge receive?

View Answer

None — it is simply a foul, with no card.

4. What does “reckless” mean?

View Answer

Acting with disregard to the danger to, or consequences for, an opponent.

5. What sanction does a reckless challenge receive?

View Answer

A caution (yellow card).

6. Which lesson covers cautions fully?

View Answer

Part 2, Lesson 4.

7. What does “using excessive force” mean?

View Answer

Far exceeding the necessary use of force and/or endangering an opponent’s safety.

8. What sanction does a challenge using excessive force receive?

View Answer

A sending-off (red card).

9. Which lesson covers sendings-off fully?

View Answer

Part 2, Lesson 5.

10. Are these three tiers unrelated categories, or an escalating scale of the same underlying question?

View Answer

An escalating scale of the same question.

11. What is that underlying question?

View Answer

How much danger did this challenge create, and how much did the player disregard it?

12. Which earlier-covered principle protects this kind of subjective judgment from being overturned absent a clear and obvious error?

View Answer

The “Referee’s Call” principle (Part 1, Lesson 3).
